The Rise of High-THC Cannabis: What New Yorkers Should Know

Cannabis today is not the same plant many people remember from decades past. Over the last 30 years, THC potency—the compound responsible for cannabis’ psychoactive effects—has increased dramatically. Data tracked by the National Institute on Drug Abuse shows that between 1995 and 2022, the average delta-9 THC concentration in illegal cannabis seized by law enforcement quadrupled, rising from about 3.96% to over 16%.


In the legal market, potency can be even higher. Many modern cannabis flower products regularly test above 20% THC, while concentrates such as oils, waxes, and vape cartridges can exceed 40% THC. These products are designed for experienced consumers, but they also change how cannabis affects the body and brain.


Research increasingly shows that higher THC concentrations are associated with stronger effects and a higher likelihood of cannabis use progressing to cannabis use disorder (CUD), particularly when use is frequent or begins at a young age. High-potency products have also been linked to increased anxiety, impaired memory, and short-term psychotic-like symptoms in some users. This doesn’t mean cannabis is inherently harmful—but it does mean dose, frequency, and awareness matter more than ever.
